Broadband Installation and Operation

Summary:

The Massachusetts Technology Collaborative (“MTC”) as the contracting entity for the Massachusetts Broadband Institute (“MBI”), is issuing this request for proposals, to qualify and select Vendors to furnish, install and operate a wireless internet system at their own costs at speeds deemed sufficient by MTC, including antennas and related equipment on one or more Commonwealth of Massachusetts, Department of Conservation and Recreation (“DCR”) towers in western Massachusetts. The furnishing, installation and operation of the Broadband System shall be pursuant to a non-exclusive sublicense issued by MTC, which has certain license rights to use these DCR sites under an option agreement with DCR. If a Vendor’s proposal in response to this RFP regarding a particular Site passes a preliminary review by MTC, MTC intends to apply to DCR for a permit based on the Vendor’s proposal. If DCR issues a site permit to MTC, MTC will then evaluate the overall quality of all Proposals for which DCR is willing to issue a Site Permit and select the Vendor or Vendors with whom MTC is willing to enter into a sublicense for use of the site by Vendor in accordance with the site permit.
