Respondents are submitting a proposal to be selected to enter into an agreement with MTC to serve as the Operator. The Operator will maintain and operate the network as a commercial operation on behalf of the MBI. As such, the Operator will have the right to collect revenues generated directly by all customers on the network. The Operator is also expected, but not required, to invest its own capital to extend the network in pursuit of additional revenue opportunities.

MBI has issued this request for proposals to select a website developer for the MBI's Massachusetts Veterans' Portal project. The MBI has received a supplemental grant from the National Telecommunications and Information Administration under the State Broadband Initiative to develop and implement the Massachusetts Veterans and Family Portal on the internet to help connect veterans and their families to the benefits they need and deserve. The MBI has embarked on this project in partnership with the Massachusetts Department of Veterans Service and the Home Base Program, a partnership between the Red Sox Foundation and Massachusetts General Hospital. The purpose of this RFP is to procure services for the complete development of the Portal.

Respondents to this RFP may be qualified and selected to furnish, install and operate a wireless internet system at their own costs at speeds deemed sufficient by MTC, including antennas and related equipment on one or more Commonwealth of Massachusetts, Department of Conservation and Recreation towers in western Massachusetts. MTC has invited Proposals from short-listed Proposers to design and construct the MassBroadband 123 Fiber Optic Network Project. The Project will implement a carrier class Network that will spur economic development throughout the Project Area. The Network, as currently planned, will carry commercial services, connect approximately 1,400 Community Anchor Institutions in a proposed service area covering over one-third of Massachusetts, and bring improved broadband infrastructure to 124 communities in western and north central Massachusetts.

MBI has offered grants to qualified parties who submit proposals to provide last-mile broadband planning and deployment solutions for the unserved and underserved areas of Massachusetts as part of the MBI’s Last-Mile Broadband Solutions Program. The MBI anticipates funding multiple proposals with an expected award amount of up to a maximum of $50,000 per project or Provider. This funding will allow Providers to design and/or implement various last-mile solutions. Funding can be used for all aspects of broadband deployment, including, but not limited to market studies and business plans, network engineering, infrastructure, or equipment and services.

This request for proposals seeks responses from any entity willing to offer long-term access to dark fiber strands to MBI. The MBI intends to use the facilities acquired through this RFP to connect the MassBroadband 123 network with the data center facility at One Summer Street in Boston. The acquired facilities will provide users of the MassBroadband 123 network to access major carrier interconnection facilities and Internet Service Provider (ISP) peering points thereby improving the [usefulness] of middle-mile broadband facilities in the region.
